Imposing Russian citizenship on Ukrainian citizens in the occupied territory of Ukraine and in Russia

On27 March, at 12.00, the Ukraine-Ukrinform Media Centre will host a presentation of the analytical report "Imposing Russian citizenship on Ukrainian citizens in the occupied territory of Ukraine and in the Russian Federation" prepared by experts of the Coalition "Ukraine. Five in the Morning".

The Russian Federation is a unique example of using the imposition of its own citizenship to implement its expansion policy. Forced passportisation can be called one of the means of unleashing a hybrid war and occupation - it has always preceded aggression in Moldova, Georgia, and Ukraine.

After seizing Crimea and parts of Donetsk and Luhansk regions in 2014, Russia began to create unbearable conditions for the local population, depriving them of the right to social services and employment - and offering them a Russian passport as the only way out. In 2022, this practice became more severe and spread to the rest of the territories under occupation.

  • Olha Lototska-Kolesnichenko, documentary filmmaker at the Coalition "Ukraine. Five in the Morning";

  • What norms of public international law does the compulsion to obtain a Russian passport violate?

  • How does Ukrainian legislation assess the legal status of persons who were forced to obtain a Russian passport under pressure?
